Chartham Neighbourhood Plan Submitted to Canterbury City Council
Chartham Parish Council is pleased to confirm that the Chartham Neighbourhood Development Plan (Submission Version) has now been formally submitted to Canterbury City Council under Regulation 15 of the Neighbourhood Planning (General) Regulations 2012 (as amended). The plan was submitted on 23 December 2025.
The submission marks a major milestone in a process that has been led locally and shaped by extensive community engagement. Once made, the Neighbourhood Plan will form part of the statutory development plan for the area and will be used to guide future planning decisions in Chartham alongside the adopted Canterbury District Local Plan.
What has been submitted?
The Regulation 15 submission includes the full suite of documents required to enable the Council to move to the next stage of the neighbourhood planning process, including:
- The Chartham Neighbourhood Plan (Submission Version) and associated policies map
- A Consultation Statement, setting out how the community and stakeholders have been engaged throughout plan preparation
- A Basic Conditions Statement, explaining how the Plan meets the legal and policy tests set out in national legislation
- A Strategic Environmental Assessment, including a later addendum
- A Habitats Regulations Assessment
- A map identifying the designated Chartham Neighbourhood Area
All submission documents are available to view and download on this website, alongside a comprehensive evidence base of supporting studies and background papers.
What happens next?
Canterbury City Council will now review the submission to confirm that the requirements of Regulation 15 have been met. Subject to that confirmation, the Plan will proceed to Regulation 16 public consultation, followed by independent examination.
Further updates will be published on this website as the Plan progresses through the remaining stages.

The Parish Council would like to thank the Neighbourhood Plan Steering Group, Parish Councillors, and the many local residents, community organisations, landowners and consultees who have contributed their time, views and expertise over the course of plan preparation. The Council is also grateful for the constructive engagement and guidance provided by officers at Canterbury City Council.
This submission represents a significant step towards securing a locally-led planning framework for Chartham that reflects community priorities and supports sustainable development in the parish.
